Unlocking the Bottleneck Premium: Qualifications, Courses, and Benefits Explained

What are the conditions to qualify for this? Which courses are we talking about? And what exactly can you count on? Jobat.be approached Joke Van Bommel from VDAB with those questions.

What is the bottleneck premium?

“That is a premium that former non-professional people receive if they follow a long-term bottleneck training course,” says Joke Van Bommel, “People want to use that training to enter the labor market. It is a temporary measure that will last until October 31, 2024 and will then be evaluated.”

“The intention of the premium is to encourage people to follow training that leads to sustainable work. There are various conditions to qualify for the bottleneck premium, and for which courses you can receive such a premium.”

Who is eligible for a bottleneck premium?

In concrete terms, you fall under the target group of non-professional people without (replacement) income, between the ages of 15 and 64 years old. You have not completed compulsory education or worked for more than three months (90 days cumulative) in the past two years. You have been disenrolled from secondary education for at least two years and live in Flanders, Brussels or the EU.

You are entitled to the premium if you follow a bottleneck training course of at least three months. Do you dream of a job as an accountant, elevator mechanic or representative? The list of possible courses is almost endless.

Van Bommel: “All training courses recognized by VDAB are free for these people. VDAB recognizes training courses if they lead to a shortage profession. These professions are recorded annually in the shortage professions list. On our ‘Find a course’ page you can indicate ‘recognized by VDAB’ and easily see whether a course is recognized or not. The premium is additional for a selection of these courses,” says Van Bommel.

What sum can you count on?

The final amount of the premium depends on your trajectory. You will receive part of the premium at three times: 750 euros at the start of the training, 1,000 euros if you pass the training, and 1,500 euros if you have worked at least 28 days within four months after the end of the training.

Free training and maintenance of benefits

At VDAB they regularly see a switch to healthcare or education through training and their premiums. “Often because people want to do something meaningful and socially relevant. But there are also other switches. For example, I remember the stories of a hairdresser who is now a window and door installer, and a man who exchanged his job as a truck driver for a career as an accountant.” Van Bommel further refers to the complete overview of other courses and their financial benefits.

“The most important thing is the free training for job seekers, with extra allowances for childcare and transport expenses. Moreover, you keep your benefits during the training. These training courses are free for anyone who is not working and is looking for work, such as people with unemployment benefits, living wages, sickness benefits, househusbands or wives.”

In some cases, active employees are also entitled to free training through VDAB, Van Bommel remembers. “You are eligible if you work involuntarily part-time, are temporarily unemployed, are in your notice period, have a temporary job, have been affected by collective dismissal or restructuring, work in a company that is in difficulty, or work in the social economy.”

“In short: employees are eligible for free training if they are in a situation that they have not always chosen themselves and want to take the step towards a sustainable job. All employees are eligible for training vouchers, Flemish training leave and training credit. Applications for this are made via the Department of Work and Social Economy.”
