Representative Samira Al-Gazzar submitted a question to Counselor Hanafi El-Gebali, Speaker of the House of Representatives, to direct it to Dr. Mostafa Madbouly, Prime Minister, Dr. Khaled Abdel Ghaffar, Minister of Health and Population, Engineer Ahmed Samir, Minister of Trade and Industry, Dr. Ashraf Sobhi, Minister of Youth and Sports, and Major General Hisham Amna, Minister of Local Development.
Regarding the monthly vape festival “electronic cigarettes”, confirming the illegality of holding a festival specifically for electronic cigarettes.
Al-Jazzar said: It is unacceptable and inappropriate to hold it in a public park, and it is even absurd and reckless to hold this festival in the children’s park, which is among the designated parks designated by the Family Court as a place to implement the provisions of the right to see children for separated parents, stressing that the market for oils used in vaping is produced in places. The source is unknown, and therefore there is no control over the contents of oils and liquids, and the devices used are not examined, nor is the extent of the harm caused by electronic cigarettes that have spread, as they are a cheaper alternative to cigarettes, measured. Therefore, I address the government and the ministers with several questions as follows:
1- According to the Framework Convention on Tobacco Control, advertising, sponsorship and advertising are prohibited in Egypt by law. How was a permit issued for a festival to market electronic cigarettes?
2- Who is the official who issued this statement violating the law?
3- Where is the Ministry of Health’s oversight of the health of Egyptians and the advertising for electronic cigarettes that is happening in Egypt?
Where is the oversight of the Ministries of Trade and Industry and Local Development over the oils manufactured for electronic cigarettes? Where is the Ministry of Youth and Sports in caring for youth and preventing advertisements and festivals for anyone who harms the health of Egyptians, especially children and youth? Where is the consumer protection agency in analyzing the components of electronic cigarettes? Where is the Anti-Addiction Fund in protecting citizens?
4- Where is the Ministry of Local Development, the National Council for Motherhood and Childhood, and the permission to hold a vaping marketing festival in the Children’s Garden?
She called on the Prime Minister to open an investigation to find out who was responsible for violating the law in accordance with the Framework Convention on Tobacco Control, unless the law was circumvented and e-cigarettes were deemed not to fall within the convention as they do not contain tobacco. Unfortunately, this fraud is unacceptable because the goal of this agreement is to protect Egyptians from smoking in general and not Tobacco control only.
