Schwerin (dpa / mv) – After the temporary blocking of two million euros in federal funds for the universities in Mecklenburg-Western Pomerania, the Schwerin Ministry of Education has announced a legal review of the procedure by the budget committee of the Bundestag. “Like Schleswig-Holstein, we will check whether this lock has legal validity,” said a ministry spokesman on Friday. “We kept the agreement with the federal government.” This agreement does not in any way prohibit the creation of reserves. The higher education policy spokesman for the CDU parliamentary group, Daniel Peters, on the other hand, demanded clarification from Education Minister Bettina Martin (SPD) why more than 60 million euros from the university pact had not been spent so far. In addition, the minister should explain what she intends to do so that the ban on the budget committee of the Bundestag is lifted again. It is pointless to discuss whether the lock is lawful or not. “The fact is: The financing of the universities is the original task of the federal states. If the federal government does make funds available, these are also earmarked and used in accordance with the agreement.”

The higher education policy spokesman for the SPD parliamentary group in the state parliament, Dirk Stamer, described the blocking as extremely annoying. “Especially since this approach does not correspond to the federal-state agreement on the university pact at all.” It makes sense and is done in full view that the state government build up reserves in consultation with the universities. “In order to achieve solid financing by the end of 2023, the period between 2021 and 2023, when the university pact expires, must be bridged.” The reserves that have now been set up are intended for this, and that is exactly what the federal-state agreements are.
