Madam Director:
Under the slogan of “Universal Health System” the Government and the Constitutional Convention try to promote, once again, an agenda in which ideology prevails over people’s health. Once again we are faced with the dilemma of “getting off the skates” for those who can access a better quality service, instead of addressing the shortcomings of the public health system, which affect more than 14 million people.
An uncertain future for private providers, added to a single fund managed by the State financed with general taxes and mandatory contributions, and the absence of an adequate transition for this new single insurance to absorb the demand of three million new affiliates, remind the words of the Minister of Health, who pointed out that her dream was “that there is no health for the rich, nor for the poor.”
Under the model proposed by your portfolio, there will effectively be two classes of health: that of those who can access complementary insurance above their mandatory contributions, and that of those who are forced to access a system administered by the State, with all the vices and inefficiencies that we know today.
