Prof. On Friday in the PAP Studio, Kowalski was asked, among others: o he co-created the assumptions of the draft of the future major media law in the context of financing public media. “This is a proposal for the so-called universal audiovisual contribution. This is the contribution that would be paid regardless of any devicethat citizens have, whether it is a TV, a laptop, a computer, a phone, whatever. (…) It has nothing to do with the number of these devices. It is simply a fee for access to audiovisual works,” he said.
This fee would be paid only by persons paying PIT, CIT or KRUS taxes. He emphasized that this proposal was prepared in 2015 by the then National Broadcasting Council, and at that time it assumed a fee of PLN 8.30 per month. “According to those calculations, it would be possible to collect some money this way over PLN 2 billion for financing public media” – added.
Functioning of public media
“This is an element that is widely used in most European countries and relies on citizens contribute to the functioning of public media, therefore they have the right to control and supervise these institutions. This does not happen through the state budget, where politicians make decisions every year, but citizens feel co-owners. We would definitely move towards the British model,” he said.
Prof. Kowalski noted that this could involve some limitation in the possibility of broadcasting advertisements “on some channels”. He cited the examples of Lithuania, Latvia and Estonia, where “advertising in public media is banned” and only social advertising and advertising related to sporting events are allowed. The introduction of a universal audiovisual contribution would involve the liquidation of the current RTV license fee, and in itself, according to a member of the National Broadcasting Council, “would not generate large costs because it is there is basically one more column in the PIT report” He added that the liquidation of the RTV license fee would mean amnesty for people who were in arrears in paying it.
