After this report, an FBI agent studied security camera footage to identify Mr. Chapman, who was in that room on the Capitol during the riots. According to the New York television station WNBC, Mr. Chapman was arrested Thursday in the city of Carmel (State of New York), then appeared by videoconference in federal court. He was then released on parole.
