She pointed out that the conferences of the parties that signed the United Nations Framework Convention on Climate Change are large-scale annual gatherings at the governmental level that focus on climate action, and the conference being held in Dubai is the 28th session of the Conference of the Parties.
She explained that the United Nations Framework Convention on Climate Change entered into force on March 21, 1994 to prevent “dangerous” human interference in the climate system, as 198 countries have ratified the agreement so far, making its membership almost universal, and the Paris Agreement, which was adopted in 2015, works. As an extension of that agreement. Regarding the importance of “COP28”, the United Nations stated in its report that since the adoption of the Paris Climate Agreement in (COP21) in 2015, subsequent conferences have focused on implementing its main goal, which is to stop the rise in the average global temperature to well below two degrees Celsius and continue efforts to reduce Rise to 1.5°C above pre-industrial levels.
She added: “If the Paris Conference gave us the agreement, then the Conference of the Parties that was held in the Polish city of Katowice (COP24) and then the Conference of the Parties in the Scottish city of Glasgow (COP26) showed us the plan, so that the 27th session of the Conference of the Parties that was held in the Egyptian city of Sharm El-Sheikh would move on ( COP27) to implementation. She expected that (COP28) hosted by the UAE will represent a “turning point”, as countries will not only agree on what stronger climate measures will be taken, but the conference will also clarify how to implement them, noting that measuring progress towards achieving the Paris goals on reducing impacts, adaptation and financing… The climate, and adapting existing plans, is an essential part of action to confront climate change, and for this reason the COP28 conference is of greater importance.
The United Nations explained in its report that 2023 is heading to be the hottest year, while the past eight years have been the eight warmest years ever in the world, fueled by increasing concentrations of greenhouse gases and accumulated heat.
