The unions state in their strike notice that they are confronted with “unilateral decisions by management, aimed at increasing productivity among staff”, but the managements “strongly contradict this”. They note that the railways have approximately 85 joint bodies, with 800 official meetings per year, and that therefore “ample attention is paid to social dialogue”.
At HR Rail, attention is drawn to the context of the strike, primarily the management agreements that the federal government concluded with NMBS and Infrabel at the end of 2022 for ten years, with commitments regarding service provision and productivity. Following this, business plans were drawn up and a social agreement was reached with the unions for the period 2023-2024. There are various projects on the table for concrete implementation. According to HR Rail, there was no lack of concessions during the social consultation.
The management of NMBS denies that the railway staff in particular should make efforts, as the unions claim. “Productivity increases are happening at all levels,” it said.
