The International Football Council (IFAB) announced a new handball rule in a press release on the 6th (Korean time). He has revised the handball rules that changed in April 2020.

In the handball rules before 2020, even if the ball hit the attacker’s hand, the referee judged whether it was handball or not by judging its intention.

In 2020, IFAB set the criterion for handball when a ball hit between the arm and shoulder, and defined it as handball if it hits under the sleeve even if it hits the arm instead of the hand.

In addition, in the case of the attacker’s handball, a foul is declared regardless of the intention, while in the case of the defender, the position of the hand and its intention were judged. In particular, if a handball is played inside the box, the attacker is also recognized as a foul unconditionally, and the defender is considered intentional.

For example, on the 5th, he came out against Tottenham Hotspur and Fulham in the 33rd round of the 2020/21 season.

Josh Maza scored in the 62nd minute, 1-0 ahead of Tottenham, but the ball that Davinson Sanchez had cleared before that was hit by Mario Lumina’s arm and declared a handball.

Lumina had her arm on her body, but the ball came and hit, and the referee declared a handball foul right after the VAR read, and Tottenham defended the lead and beat Fulham.

However, on the 6th, IFAB revised the rules again and revised the rules to declare a handball foul by judging the intention and situation even in the case of an attacker.

IFAB said that’if the ball touches the hand and arm deliberately and the ball touches the hand or arm during an unnatural motion’, it is a handball foul.

However, IFAB decided to declare it as a handball foul, even if by chance the ball hit the attacker’s hand or arm, if this leads to a goal immediately.

In the example above, if it hits Lumina’s arm and immediately leads to a goal, this is a handball foul. The situation in which a goal is scored by being hit by Lumina’s arm and the ball flows and leads to a shooting as soon as possible is recognized as a goal according to the changed rules.

The revised rules are effective from July 1st, and will be applied from the 2021/22 season for European football.
