VIENNA. Do you always hear from district councilors, a club chairman, a party spokesman or a party chairman in your district? And you don’t know exactly what who does and whether any of them could be a contact for you? So. I will try to give you an overview – but without claiming to be complete!
District does not equal party function
Before we begin with the terms, however, you need to think of a district like two pages of an open book. On the one hand you will find the names (e.g. district council) that identify the activities for the district, and on the other hand the names that a party gives to its officials. This means that a district politician usually appears on both sides of the book: once in a function for the district, once in a party function.
But let’s start with the district names:
- The district leader and his two deputies
- The chairman (and deputy) of the district council (the district parliament)
- The district council is a member of the district council
All of the functions mentioned are district councilors – this could also be the district head, but in reality this rarely occurs. There are a number of committees and commissions in the district parliament, and of course there are chairmen and deputies, but they are all district councilors and as such are always available to you. This obviously applies to everyone in the district functions. All of them are employees of the City of Vienna, whether with a salary or an expense allowance.
Party structure at district level
On the second page of the book you will find the party functions in the district. A party is always a club and is organized that way. The functions are:
- The district party chairman, also known as the district party chairman or district spokesman.
- The club chairman or club boss
- The district manager, often called party secretary
Of course, there are still a number of club-related functions such as treasurer, party executive, etc. However, these do not act as official contact persons. Most functions in the parties are voluntary. The party chairman usually has a role in the local council, the club chairman and the district manager have a role in the district council.
Still inscrutable? Let’s put it this way: all political officials in a district are contacts for you; anyone who doesn’t want to be that has no place in local politics, whether paid or voluntary, anyway.
