Underground Development and Cost Challenges of Bali LRT Project Compared to Other LRT Projects in Indonesia

The reason is that building an LRT underground can cost up to 3 times more than building an LRT line parallel to the road or building an overpass. He explained that the 4.9 kilometer underground LRT line alone would cost up to IDR 5 trillion.

“Well, if you go down, it can be 3 times the price if you go up. For example, from Ngurah Rai Airport to Kuta it’s IDR 5 trillion, even though it’s not 4.9 kilometers, sir. Because going down is very expensive,” said Ervan.

In the presentation material shown by Ervan, it can be seen that the big plan for the Bali LRT is to build a length of 5.3 kilometers. Connects Ngurah Rai Airport to Kuta Central Park then continues the route to Seminyak.

The investment requirement itself is written at US$ 592.28 million. When converted to the current exchange rate, the amount is around IDR 9.10 trillion (exchange rate IDR 15,370). If calculated per kilometer, the amount is approximately IDR 1.71 trillion.

Comparison of LRT Costs in RI

In Indonesia alone there have been 3 LRT projects built. The Palembang LRT and Jakarta LRT which operated simultaneously in 2018 welcomed the Asian Games, and also the Jabodebek LRT which was recently inaugurated.

All three were built with elevated tracks or elevated rail lines. The new Bali LRT will likely be built via an underground route.

According to detikcom records, the Palembang LRT was built at a cost of IDR 10.9 trillion, with a length of approximately 23 kilometers, so the construction cost was around IDR 473.9 billion per kilometer.

Meanwhile, the Jakarta LRT is 5.8 kilometers long with an investment of IDR 6.8 trillion. This means that per kilometer it is approximately IDR 1.17 trillion.

Meanwhile, the investment for the Jabodebek LRT, which has just been inaugurated, is IDR 32.6 trillion with a length of 42.1 kilometers. If calculated, the average cost per kilometer is around IDR 774.3 billion.
