New hall construction: TSV Dudenhofen has to tremble for funding

Dudenhofen – First Corona, then the Ukraine war – but also partly inadequacy on the part of the TSV: The previous schedule for the hall construction project of the gymnastics and sports club (TSV) cannot be kept. In the town hall there was now a crisis meeting between all those involved (club, city, district, sports group, property developer).

“It’s critical, but everyone wants it: the club, the city, the property developer – everyone. We are sticking to our new building plans. It will work”, TSV chairman Harry Enck draws a positive conclusion after the two-hour conversation. Mayor Max Breitenbach confirms: “Nobody has an interest in the TSV failing with its project.”

What happened? In June a year ago, the groundbreaking ceremony for the new hall was held. At that time it was said that moving into the new hall could be about 18 months later, i.e. at the end of 2022. However, there is not even a building permit for the hall. The reason: “There is no proof of compensation under nature conservation law,” says Breitenbach.

Harry Enck announces a new schedule to our newspaper. TSV will do its homework and deliver. The association cannot do anything for the problems caused by Corona and the war in Ukraine (lack of materials, especially in the construction industry, interrupted supply chains, price explosion). “We got in there through no fault of our own.”

But there are also home-grown problems. For example with the Lower Nature Conservation Authority in the Offenbach district. They threatened TSV with a fine after TSV cleared the new building site (500 meters as the crow flies from the old hall) without permission and had the nutrient-poor grass there pushed away by a specialist company. Enck says that the club bowed to the time pressure at the time when making this decision. “We definitely didn’t want to get into the breeding and planting season with the clearing work. Then again, the development depends on that. However, it was not legal for this to have happened without permission.”

As reported, TSV is letting Rhein-Main Wohnbau GmbH use its old property for the construction of new terraced and semi-detached houses and a maximum of 55 apartments in five houses, each 14 meters high. In return, the investor provides the club with a sports hall that is almost three times larger than it has been since then.

There is also no building permit for the construction of the new apartments. Mayor Max Breitenbach hopes that the city councilors will be able to adopt the statute for the development plan (D 31) in October. The building permit granted by the district “should not be long in coming.” Rhein-Main Wohnbau GmbH will only start building the sports hall once the building permit for the apartments is on the table.

The current time delay is critical for the TSV, because deadlines for funding depend on the schedule. For example, for 67,000 euros from the municipal sports funding program. The payment deadline for this expires at the end of the year. Harry Enck said publicly last February that it will not be sustainable.

According to Breitenbach, it must be checked whether the city will extend the deadline or whether the TSV will withdraw its application for funding in order to resubmit it in 2024 after the usual blocking period has expired.

There are also debates about 100,000 euros from the “Sportland Hessen” program. “From my point of view, the money can flow, we’ll deliver documents later,” Harry Enck is confident. The conversation with everyone involved was constructive, without blaming each other, emphasize the TSV chairman and Mayor Breitenbach. “All questions and problems were addressed.
