Commenting on the West’s failure of the Russian draft resolution, the American delegate to the Security Council said: “Hamas unleashed terror on Israel, and the Russian draft resolution was presented without any consultations and without reference to Hamas. It is the Hamas movement that led to causing the humanitarian crisis in Gaza.”
The American delegate added: “The United States stressed to Israel the need to protect lives in accordance with international law, and Hamas does not stand in support of the Palestinians’ right to self-determination. We must work together to hold Hamas accountable for its terrorist acts against Israel.”
For her part, the British delegate to the Council said: “We are working to confront the deteriorating humanitarian conditions in Gaza, and we cannot support a resolution that does not condemn the actions of the terrorist Hamas movement.”

According to the Russian project, the Council calls for the release of all hostages and the creation of conditions for the evacuation of civilians, and to ensure the unhindered delivery of humanitarian aid.
