Pictures from the area showed that police surrounded a man standing on a sidewalk and aimed what appeared to be a firearm at himself.
Police in New York stressed along the way that there was no danger to the public, but they asked people to stay away from the area.
Hostage dealers entered into a dialogue with the man, who is apparently in his 60s, and hoped to resolve the situation peacefully.
