Ukrainian Parliament Passes Controversial Law Regulating Army Recruitment Amidst Tensions with Russia

After months of delay and thousands of amendments submitted in an attempt to soften the original draft, the Ukrainian parliament on Thursday passed a law that will regulate the admission of new recruits to the army.

Lawmakers have hesitated for months to pass the law, and it is expected to be unpopular. The law was prompted by a request from the military leadership of Valery Zaluzhny, former commander-in-chief of the Ukrainian army, with Zaluzhny claiming that Ukraine needed up to 500,000 new recruits.

Since Russia’s repeated invasion of Ukraine at the beginning of 2022, the soldiers on the front lines have not had the opportunity to go on vacation on a rotational basis, meanwhile, many thousands of Ukrainians continue to avoid conscription.

The law introduces a number of changes to the current system, expanding the powers of the Ukrainian authorities to issue summonses through an electronic system.

The current Commander-in-Chief of the Ukrainian Army, Oleksandr Sirsky, and the President of Ukraine, Volodymyr Zelensky, after conducting an audit, concluded that such a large number of recruits is not necessary, as soldiers at the front can be replaced by those at the rear of the front on a rotational basis.

The media reported that the release of Zaluzhny from the post of commander-in-chief of the Ukrainian army was related to the issue of mobilization.
