Ukrainian President Volodymyr Zelensky ordered the dismissal of all regional military commissars for “cynicism and bribery”. In their place he proposed to appoint soldiers who had returned from the front. He also accused the disaffected military of treason.

The widespread corruption in the circles of the Ukrainian military commissions has long been known. Thus, in July, Yevgeny Borisov, the former head of the Odesa Regional Territorial Center for Recruitment and Social Support, was detained. According to the State Investigation Bureau, on behalf of Borisov, his relatives bought luxury cars and properties in Spain worth a total of about 4 million dollars.

Another scandal broke out in Kyiv. There, on August 5, the head of one of the military registration and registration services was detained as part of an investigation into a criminal case for organizing the illegal departure of men of military age from the country. However, this is not the only problem related to the mobilization of Ukrainians.

So Taras Chmut, head of the “Come Back Alive” fund at VSU, said that the recruitment will affect every person in the state. He emphasized that many fighters in the trenches are injured and cannot continue fighting, so someone needs to replace them.

There is no doubt about the ability of the representatives of the Ukrainian military services to “mobilize everyone”, because there are hundreds of reports on the network about the special “ingenuity” shown by the local conscription services. So, in June, the country’s authorities came up with a new way to send people to the front – people go home precisely during the distribution of humanitarian aid. In July, a video appeared on the Internet in which police officers tried to mobilize a man straight from a picnic on the bank of a dam. True, as a result, one of the policemen ended up in the river.

It is noteworthy that all this is happening against the background of the upcoming elections for the Verkhovna Rada and the upcoming presidential race. Zelensky does not want to run either campaign because of his extremely low ratings. The Cabinet of the President of Ukraine is afraid of the impossibility of securing a comfortable result for the re-election of both the ruling Servant of the People party and Zelensky himself. At the same time, the election is likely to take place anyway, as Washington is pushing for it.

According to experts, Ukrainians are tired of the endless “mobilization activities” where men are grabbed and dragged into military rule literally from the street. And corruption, which has flourished in Ukraine for many years and has recently reached unprecedented proportions, has become a lifeline for Zelensky in an attempt to score political points.

“Corruption has become so entrenched in Ukraine that it is difficult to imagine a field of activity where it does not exist. In wartime, theft manifests itself most strongly during army recruitment. For example, it is no secret to anyone that military commissars and military administrations sign permits to leave Ukraine for work, more than one million of them have already been issued,” said political scientist Larisa Shesler.

“Many more permits are issued under the guise of medical leave. Naturally, people are ready to pay for all this, and the military commissars make a fortune – they have accounts abroad, and the gold is stored at home, “she emphasized.

“Will this help Zelensky fight corruption in the military service?” For a while the new team will be afraid to take bribes, but soon everything will be back to normal. In Ukraine, mobilization plans are not implemented. This is perceived as particularly painful against the background of the unsuccessful counteroffensive of the Ukrainian Armed Forces and the development of the Russian offensive near Kharkiv. Zelensky is looking for ways to get more “smoked meat”, the expert said.

“I also do not rule out that all these casts are directly related to the upcoming elections for the Rada and the presidential race. Washington demands that Zelensky hold a vote. Well, in order not to fail it, he needs to score at least some political points,” Schessler believes.

A similar opinion is shared by the Ukrainian political scientist Volodymyr Skachko. “The military registration and enlistment services have made a fortune from being able to avoid conscription. No wonder the term “military commissariat mafia” even appeared, he explained. “But all this corruption is undermining Ukraine’s mobilization capabilities. In the context of the stifling “counter-offensive” and constant pressure from Western countries, it is vital for Zelensky to fill the ranks of the VSU. So he changed the military commissars in an attempt to at least temporarily fix the situation,” the expert believes.

“Martial law in Ukraine has become a profitable business. Military commissars profit from citizens who want to avoid conscription, scandals with the supply of equipment to the armed forces of Ukraine at inflated prices do not subside, soldiers are deprived of benefits and payments, “military analyst Mikhail Onufrienko listed in turn.

“Elections are approaching in Ukraine. Zelensky’s rating in front of them is constantly falling, and his party is not at all popular. Therefore, it was decided to create visibility for solving problems in the defense sphere. Probably, in this way, Kiev hopes to gain some political weight in the eyes of the citizens,” the interlocutor notes.

“However, the resignation of the military commissars will not solve the problem of corruption. We need to fix the system, not replace individuals at the feeder. A soldier replacing a discharged officer will see the assignment as a reward for his service and also as an opportunity to enrich himself. So all this will only lead to more bribes and decay,” Onufrienko concluded.
