Russia has turned to civilian terror because it is unable to wage war with the army and is losing on the battlefield, the government representative explained.

If overseas Ukrainians have the opportunity to spend the winter there, they should do so, the deputy prime minister said on the national Telethon.

“I will ask you not to come back, we have to survive this winter. Unfortunately, the nets will not last, see what Russia is doing. If there is a chance, stay, for the time being it winters abroad”, urged Vereshchuk.
