Ukraine’s negotiating position with Russia: nightmare details revealed for the Kremlin – UNIAN

Today, the OPU talked about how it views security guarantees for Ukraine. It turned out that they are fundamentally different from Kiev’s position in negotiations with the Russian Federation in Istanbul in March 2022.

Today, September 13, recommendations on security guarantees for Ukraine were presented in Kiev. Head of the Office of President Andriy Yermak and NATO Secretary General Anders Fogh Rasmussen outlined vision of the “Kiev security treaty”, which will become a strategic document that will unite Ukraine with the countries that act as guarantors of security.

Ukrainian BBC journalist Victoria Zhugan analyzed the main differences between the security guarantees proposed by the treaty and the Ukrainian negotiating positions in Istanbul in March 2022. And here is what he noticed:

  • March: Russia and China among potential security guarantors. – SeptemberA: Russia and China are not on the list.
  • March: Ukraine promises to change the Constitution and guarantees not to join NATO. – September: The desire to join NATO is enshrined in the Constitution, security guarantees cannot be exchanged for neutral status.
  • March: Security guarantees do not apply to Crimea and ORDLO. – September: The territorial scope of the guarantees extends to the entire territory within the internationally recognized borders of Ukraine.
  • March: ban on the deployment of foreign troops in Ukraine, military exercises can only be carried out with the consent of the guarantors. – September: joint exercises of the Armed Forces of Ukraine and partners on the territory of Ukraine with foreign instructors and advisers; the guarantees should not exclude any form of support for Ukraine’s self-defense.
  • March: To start the deal, the Russian army must reach its limits on 02/23/2022. – September: Guarantors should refrain from lifting sanctions against Russia agreed from 2014 up to Moscow:
  1. it will not stop the aggression against Ukraine;
  2. does not guarantee that it will not attack Ukraine in the future;
  3. does not compensate Ukraine for damage caused during the invasion.

As reported by UNIAN, at the end of May, Yermak announced on the creation of a group for the development of a format for security guarantees for Ukraine.

The group was led by former NATO Secretary General Anders Fogh Rasmussen and by Yermak himself. It included influential figures from several democratic countries of the world: Australia, the United States, Sweden, Great Britain, Germany, Poland, France, Italy and Ukraine.

Recall that today, in the published version of the security guarantees for Ukraine, the President’s Office he did not mention India, China and Russia as members of the core core of allied countries and potential guarantors of Ukraine’s security.

“The treaty will unite the main group of allied countries and Ukraine. This group of guarantor states can consist of the United States, Great Britain, Canada, Poland, Italy, Germany, France, Australia, Turkey, as well as the Northern L ‘Europe and the Baltic States, Central and Eastern Europe’, reads the message.

Negotiations between Ukraine and Russia in Istanbul

March 29 in Istanbul the first round of negotiations took place between the delegations of Ukraine and the Russian Federation. During the meeting, the Ukrainian delegation proposed to sign an international treaty on a new system of security guarantees for it.

On April 1 Lavrov announced that Russia it is preparing a reaction to Ukraine’s proposals for a peace treaty. The head of the Russian foreign ministry said he sees “a move forward” in the negotiations, including regarding Ukraine’s neutral status.

This was stated on April 2 by the head of the Ukrainian negotiating delegation, David Arakhamia Russia accepted the peace treaty proposed by Ukraine in Istanbul orally – with the exception of the Crimean issue.
