Ukraine’s Draft Law on Mobilization: Committee Proposals and Deadlines for New Document

We worked on the committee for about 5 days non-stop to analyze every rule, which is there. You know that the Ombudsman came out with the fact that there are norms that violate human rights. There are problems in the bill, there are many of them,” he said.

Arakhamia noted that the military assured the people’s deputies of the need to mobilize in order to replenish reserves. According to him, the method proposed by the government does not suit many political forces, so they decided to return the bill to the initiator. The Cabinet of Ministers must work with the military to develop a new solution, taking into account the proposals of the Rada.

What proposals did the committee make?

The head of the French Servant of the People noted that the National Security Committee provided many proposals. For example, according to the issue of mobilization of transport in private entrepreneurs. Parliament opposed this.

“We said that this cannot happen. We said about disabled people – we will not allow disabled people of group 3 to be drafted, because there are many people who do not have one of the organs or have tuberculosis. Why is this in the army? ” – said the people’s deputy.

Arakhamia confirmed that there are questions about the proposal to send subpoenas by email.

“In general, it is impossible to discuss how, by sending a summons, criminal liability for evasion begins, although a person may simply not have such access,” the parliamentarian said.

He added that the Rada committee devoted a lot of time to the topic of training the mobilized. Parliament wants the new law to include a mandatory training course.

“We have devoted a lot of attention to increasing the level of training in training centers, because we receive a lot of stories when a person was mobilized, he supposedly learned, has a completed course, on the front line, and then it turns out that they threw one grenade and there are no more skills. So. This way we won’t miss any more. It’s written down right in the law in the recommendations that this should be a required course. Untrained soldiers are a Russian model, we don’t want to use this model in Ukraine,” Arakhamia said.

He noted that there were several waves of mobilization in Ukraine that were not as resonant as this one.

Deadlines for filing a new law

“We didn’t discuss deadlines we said this – that we understand that if the military needs it, we will gather any day or night, and we will all vote. Just give a high-quality document,” Arakhamia said.

Consideration of the draft law on mobilization

At the end of December, the Cabinet of Ministers submitted to the Rada a bill on mobilization, which proposes to partially change the procedure for its implementation. The document was considered by the Committee on National Security Issues together with the Ministry of Defense and the General Staff of the Armed Forces of Ukraine.

Earlier, the Rada stated that parliament would consider the bill in the first reading on January 11. But yesterday it became known that the document was being returned to the government for revision, and it was officially withdrawn from the Rada.

Speaker of the Rada Ruslan Stefanchuk said that the decision to return the bill to the Cabinet of Ministers was made together with representatives of the parliament, government and military leadership of the country.
