Ukraine conditions the rights of Romanians in the Ukrainian territory: the new variant for the law of minorities in Ukraine
Several deputies of the Verkhovna Rada have submitted for examination to the parliament a document on the amendments to the Law on National Minorities of Ukraine, reports TASS, according to Rador.
This was done after criticism from the Venice Commission – an advisory body of the Council of Europe. The text of the draft law was published on the website of the Rada. Previously, the experts of the Venice Commission, following a joint appeal by Hungary and Romania, concluded that the provisions of the Ukrainian laws on education, language and minorities contravene international agreements on human rights and do not respect European norms and values.

The draft law submitted to the Supreme Rada, as it appears from the explanatory note to it, is aimed at clarifying the criteria on the basis of which they will develop a methodology for the use of the languages of national minorities in communication with the authorities and in the use of toponymy in the localities where they traditionally live or of which a significant part of the population is formed. The document also aims to clarify the procedure for determining such localities.

In both cases, it is planned to assign responsibility for this to the country’s government. In addition, the document assumes that the rights and freedoms of national minorities may be limited by law “in the interest of national security, territorial integrity and public order, to prevent disturbances or crimes, to protect public health, to protect the rights and freedoms of other persons, if such a restriction is necessary in a democratic society”.
