Ukraine, together with partner countries, is working to create a mechanism that will allow the assets of Russian individuals and legal entities to be confiscated for use in the restoration of Ukrainian territories. Prime Minister of Ukraine Denys Shmyhal toldthat the “reparations mechanism” would consist of four elements:
- international register of losses;
- the compensation commission, which considers claims for damages;
- the compensation fund from which the reimbursement will come;
- mechanism for implementing the decisions of the compensation commission.
The payment of reparations, along with Russia’s recognition of the territorial integrity of Ukraine within the 1991 borders, is one of the most important conditions for the Ukrainian leadership for potential negotiations with the Russian side.
