The office of the President of Ukraine claims that the security guarantees that Ukraine hopes to receive from Western countries will not include the word “assurance.”

Direct speech: “We call this “guarantees”. And we will make sure that our partners also accept this word. We remember the Budapest Memorandum, where they also first talked about guarantees, and then… The word “assurance” will definitely not be in any from our documents.”
Details: The deputy head of the OPU noted that good dynamics are observed in negotiations with Great Britain, with which, according to him, a “very substantive” conversation took place.
“Again, I can’t reveal the contents to you, but the UK is on a good track, just as, in principle, we have opened negotiations with all the G7 countries,” Zhovkva said.
A representative of the president’s office emphasized that Kyiv wants this to be a legally binding document and to undergo the appropriate approval procedures in each country.
“The process is underway, we need guarantees as quickly as possible, but there must be a balance between the speed of signing and the content of the document itself… We definitely do not need another or seven more Budapest Memorandums. Unfortunately, this document did not work even during Russian aggression against Ukraine in 2014, nor during the full-scale aggression of Russia in 2022,” Zhovkva concluded.
