The Cabinet of Ministers of Ukraine has provided that “territorial recruiting centers” can carry out conscription for military service during mobilization and for a special period, regardless of the place where men are on military registration.

Details: The government has amended the regulation on territorial recruitment and social support centers, approved by the Cabinet of Ministers of Ukraine No. 154 of February 23, 2022.
In particular, paragraph 11 of clause 9 is now worded as follows: Territorial centers for recruitment and social support “carry out measures to notify and call up citizens (except for those liable for military service and reservists of the SBU and the Foreign Intelligence Service): for military service by conscripting officers; for military service by conscription of persons from among the reservists in a special period (enrolled in the military operational reserve); to military service by conscription during mobilization, for a special period (regardless of their place of stay on the military record)”.
Previously, there were no such clarifications in the regulation.
In addition, the Cabinet of Ministers excluded paragraph 16 of clause 10 (that the TCCs of the Autonomous Republic of Crimea, regions, the cities of Kiev and Sevastopol participate in the preparation and implementation of territorial defense tasks in the corresponding zone of territorial defense) and paragraph 17 of clause 11 (that district TCCs participate in the preparation and performance of territorial defense tasks in the corresponding area of territorial defense).
Paragraph 14 is supplemented with a paragraph stating that the head of the TCC in the Autonomous Republic of Crimea, Kiev and Sevastopol is responsible for “implementing measures to notify and call up citizens for military service to call up persons from among the reservists in a special period (enlisted in the military operational reserve) and for military service on conscription during mobilization, for a special period, in accordance with the procedure for mobilization deployment”, determined by the Ministry of Defense and the General Staff of the Armed Forces of Ukraine, as well as for military service upon conscription of officers.
