Ukraine Offers Plan to Resolve Border Blockade with Poland Amid Ongoing Protests
In a bid to end the border blockade between Ukraine and Poland, Ukraine’s Prime Minister, Denys Shmyhal, has presented a plan to his Polish counterparts. The proposal, known as the Plan of Understanding, consists of five steps aimed at resolving the ongoing tensions and reopening the border. Shmyhal and other members of Ukraine’s government arrived at the Polish border on Friday to negotiate, but unfortunately, their Polish counterparts did not show up.
The first step of the plan involves establishing a joint control system at the border between Ukraine and the European Union (EU). This move aims to enhance security measures and ensure smooth cross-border operations. Additionally, the plan includes a joint appeal to the EU commission, urging them to impose a ban on Russian agricultural exports to the EU. By doing so, Ukraine hopes to address concerns regarding unfair competition and protect its own agricultural industry.
The urgency of resolving the border blockade was highlighted when Ukrainian President Volodymyr Zelensky invited Polish Prime Minister Donald Tusk, President Andrzej Duda, and EU officials to visit the border on Wednesday. However, Tusk announced that the Polish and Ukrainian governments would meet in Warsaw on March 28, but declined Zelensky’s request for urgent talks on the border blockades by Polish farmers.
The root cause of these protests lies in the influx of cheap Ukrainian grain imports into Poland. Farmers in Poland have been expressing their discontent with this situation since February 9, as they believe it undermines their own agricultural industry. Furthermore, they are also protesting against the EU’s Green Deal, which they perceive as detrimental to their livelihoods.
The situation escalated when “unknown individuals” dumped rapeseed bound for Germany from a Ukrainian train at the Dorohusk border crossing into Poland. Ukrainian Railways (Ukrzaliznytsia) reported this incident on Friday, adding that it was not the first time Ukrainian grain had been dumped on the railroad tracks at the Polish border. Vice Prime Minister for the Restoration of Ukraine, Oleksandr Kubrakov, even shared a video showing demonstrators opening railway carriages and allowing the grain to pour onto the tracks.
The ongoing protests by Polish farmers have caused significant disruptions at the border, impacting trade and causing economic losses for both countries. It is crucial for Ukraine and Poland to find a resolution that addresses the concerns of both parties and restores normalcy to cross-border operations.
As negotiations continue and tensions persist, it remains to be seen whether the proposed Plan of Understanding will be accepted by Poland.
