The Cabinet of Ministers of Ukraine submitted to the Verkhovna Rada bill to improve mobilization and military registration. This was announced late on Monday by the representative of the cabinet of ministers in the parliament, Taras Melnichuk, quoted by UNIAN.
“The draft law “On amending some legislative acts of Ukraine regarding the improvement of some issues of mobilization, military registration and military service was introduced,” he wrote in “Telegram”.
At the same time, a draft law “On amendments to the Code of Ukraine on administrative violations and the Criminal Code of Ukraine on strengthening responsibility for war crimes”.

The following proposals were made: lowering the enlistment age from 27 to 25; improvement of the preliminary military report of conscripts, military personnel and reservists; allowing servicemen released from captivity to rest and recuperate by providing additional leave while maintaining monetary support for a duration of 90 calendar days; exclusion of conscription as a type of military service.
Thus, it is proposed to pass all conscripts into the reserve, establishing that military personnel who served during martial law and were released from reserve duty are not subject to conscription during mobilization for two years from the date of release from military service. Such persons during the said period may be called up for military service with their consent.
It is also proposed to exclude from the list of conclusions of military medical commissions limited fitness for military service; basic combined arms training is introduced for citizens of Ukraine up to 3 months for all citizens aged 18 to 25 years in all educational institutions; basic military service is introduced at will until the age of 25 – for those who have not completed the basic specified training.
An option is additionally offered to send on summons via e-mail.

These offers are still subject to change, as the Bill has to be considered in Parliament.
The bill also provides for liability for non-appearance in military service.
Citizens may be subject to the following “temporary measures”: ban on traveling abroad; ban on transactions with movable and immovable property; restriction of the right to drive a vehicle and obtain a driver’s license; limiting the rights to dispose of cash and other valuables; refusals to sign credit contracts; suspension of aid and services from the state.
In addition, men of military age who are overseas they will be able to get a passport only after presenting documents for military accountability. This applies to both domestic and international passports.
