Russia did not respond to Ukraine’s request under the Vienna Document for explanations of the military presence around the borders. Ukraine is convening an OSCE meeting to discuss this issue at the organizational level.

“Russia has not responded to our request under the Vienna Document. So, we are taking the next step. We are asking to meet with Russia and all participating states within 48 hours to discuss its strengthening and redeployment along our border and in the temporarily occupied Crimea,” he said. Kuleba called on Russia to fulfill its OSCE commitments on military transparency in order to start de-escalating the situation around Ukraine.
