Ukraine Continues Moratorium on Disconnections and Debt Collection in Occupied Territories

According to the document, the moratorium on disconnection from services, the accrual of penalties and debt collection will continue to apply only for territories where hostilities are ongoing and temporarily occupied by the Russian Federation, in accordance with the list of the Ministry of Reintegration.

In addition, the decree in the occupied territories prohibits the charging of fees for housing and communal services from the start date to the end date of the temporary occupation.

Moratorium

Let us recall that since the beginning of the war on March 24, 2022, the Cabinet of Ministers, by its resolution of March 5, 2022 No. 206 prohibited:

  • accrual and collection of penalties (fines, penalties), inflation charges, annual interest accrued on debt incurred for late and/or incomplete payment by the population of housing and communal services;
  • termination/suspension of the provision of housing and communal services to the population in case of non-payment or incomplete payment.

In addition, during the war in Ukraine there is a moratorium on increasing gas tariffs and heating supplies to the population.

At the same time, the Ukrainian authorities, in a letter of intent to the IMF leadership (Memorandum), allow for a gradual increase in gas and electricity tariffs for the population.
