The head of the Main Intelligence Directorate (GRU) of the Ministry of Defense of Ukraine, Kyrylo Budanov, considers the Telegram messenger a threat to Ukraine’s national security.
This was reported by “Ukrinform” with reference to Suspilne public television.
“In our opinion, Telegram is a real threat to national security. I say this absolutely directly and we even documented it,” said Budanov.
According to the top intelligence officer, Telegram has become a major source of information for the public, according to official research.
“He beat absolutely everything. This is what we live with,” explained the head of the GUR agency
He went on to say that he was not in favor of “simply shutting down” the messenger in Ukraine.
“By the way, this is quite difficult to do, although possible. I support the deanonymization of all these Telegram channels. If someone wants to post some news, please register so that everyone knows that this channel belongs to, say, Ivan Ivanovich Ivanov, a Russian citizen living in Moscow, or a citizen of Ukraine, and then this person will carry a personal responsibility for what he publishes there,” explained Budanov.

The founder of Telegram was banned from leaving France for six months – until March 2025. The court has divided the guarantee of five million euros into parts: the billionaire must pay one million at once, the remaining 4 must be paid in five monthly installments.
French President Emmanuel Macron has denied any political motives in the tech entrepreneur’s detention.
Russia, after years of pressure on Durov and his technology ventures, rallied behind him. Kremlin spokesman Dmitry Peskov said there had been no talks between the Kremlin and Durov, who also holds passports from France and the United Arab Emirates.
