UGECAM Occitanie Holds First Departmental Committee for Romain Jacob Charter to Improve Access to Care for People Living with Disability

This December 19, the first departmental committee of the Romain Jacob charter was held at UGECAM Occitanie, marking an essential step since the signing of this charter last May. Under the presidency of Pascal Jacob, President of the Handidactic association, this event brought together 20 participants, including people living with a disability, medico-social and health stakeholders. Its objective is to develop local actions aimed at improving access to care for people living with a disability.

The primary mission of this committee is to deploy the Romain Jacob charter in all places of care and support in the department. This involves removing barriers to ensure equitable access to health and care, with key actions such as:

  • Support and guidance people living with a disability in their care journey;
  • Understanding the issues access to rights and care, by identifying the needs and expectations of different audiences;
  • Coordination of local actors to develop concrete initiatives;
  • Collective mobilization so that the charter is a living document, generating tangible improvements for access to care for people living with a disability.
  • Training as well as communication with caregivers for better care.

The establishment of this committee allowed the stakeholders involved to define their expectations and to discuss priority actions to be undertaken in the short term.

Committed for several years to improving access to care for people living with a disability, the Hérault Health Insurance Fund has already implemented several concrete actions. Among these, the HandiConsult’34 project aims to facilitate access to care for people living with a disability, with a new specific method of remuneration for dedicated consultations depending on the patient’s level of disability.

The Handifaction Barometer: a tool to measure and improve access to health

Created by the Handidactic association, the Handifaction satisfaction questionnaire allows people living with a disability to evaluate the quality of care received in the city or in a health establishment. The results of this barometer offer a regular view of refusals of care and forgoing care according to different types of disability.

In the Hérault department, the Handifaction barometer indicates a rate of non-access to care of 15%* in (compared to 22% for the whole of France), according to data from the period from 01/07/2023 to 09/30/2023.
