Since this is a remake, it will go in basically a brand new gamewhich, however, according to the developers, should retain the typical linear character and emphasis on stealth for the series. Therefore, do not expect the open world under any circumstances. The authors add with one breath that the game can undergo certain changes compared to the original from 2002.
You can look at below introductory developer diary. The return of the Splinter Cell brand has been talked about for a long time. Last speculation, however, spoke about a new work that will offer an open world. The question is whether in the end the just announced remake of the first part was given priority over this project. However, it is quite possible that both projects are being created at the same time.
