While Thursday’s passage of the House bill suggests some agreement can be reached, it remains unclear how House Speaker McCarthy will get a minority of Republicans who want deep spending cuts to vote for more funding and avoid a government shutdown. McCarthy suggested new measures on border controls could help break the impasse. Goldman Sachs currently sees a 90% chance of a government shutdown and expects it to last three weeks.
