The team to intervene in the Honduran Social Security Institute (IHSS) sworn in by President Xiomara Castro is made up of Carla ParedesMinister of Health; Samuel Zelaya y Marco Antonio Destephen Soler.
Of the three members, Zelaya is the least known, but according to a document obtained by LA PRENSA in 2023, he held the position of labor sector advisor on the board of directors of Social Security.

Marco Destephen is an actuary and expert in mathematics, statistics, financial theory, business management and psychology for financial cost estimation. In addition, he holds two positions: one in the National Banking and Insurance Commission (CNBS) and another in the Honduran Institute for Teachers’ Welfare (Inprema).

The IHSS intervention commission will work for a year to recover the institution in all its areas.
According to Paredes, the team is made up of technicians and not political figures. He said that “they are clear about the main problems of the health system, and their focus will be on acting immediately to recover its operation.”
“Our only purpose is to recover the efficiency of the IHSS, one of the most important pillars of the health system in the country,” he highlighted.
He noted: “We go with all the necessary authority to make quick decisions, with the aim of guaranteeing that Social Security services reach those who need them most.”
It is expected that the work of the three members of the commission will begin to show results in the first two months of 2025, since they consider that the last months of the year are complicated to achieve progress.
“December is a complicated month, but we hope that in the first two months of 2025 we can solve the main problems of Social Security,” said the official. This is the second intervention that the IHSS has received in the last decade.
The Honduran Council of Private Enterprise (Cohep) remains silent regarding President Xiomara Castro’s decision to appoint a new supervisory commission for the IHSS.
