The area surrounding the restaurant has been cordoned off. The shooter has not yet been arrested and is believed to be on the run. According to Dutch media, a police helicopter circles above the city and officers in bulletproof vests walk through the neighborhood.
Police say the restaurant’s staff have been rescued and are calling on witnesses to come forward.
