Two companies have announced participation in the public order for the demolition of the illegal buildings next to Ahmed Dogan’s barn in Rosenets Park. A committee is about to examine their proposals and, if necessary, return them for corrections, the regional administration in Burgas reported to “Sega”.
The order is worth BGN 138,685 excluding VAT. The price has risen several times since the tender was first announced. At the beginning of 2021, the Burgas regional administration offered BGN 68,200 for their demolition, and the value was calculated by the Burgas municipal company “Chistota” EOOD. No bids were received, despite additional time being given to potential bidders.
Now regional governor Plamen Yanev has issued invitations to three municipal companies – “Chistota” Ltd., “Burgasinvest” Ltd. and “Blagoustrostveni Stroezhi” Ltd. – and two private companies. However, none of them responded to the invitation to participate in the public procurement. Instead, the proposals were made by the companies “Transmetal” EOOD and “Divato” EOOD. The Velingrad construction company “Transmetal” offers to demolish the illegal buildings – a massive three-story building and a movable security facility – for BGN 130,413 excluding VAT. The company “Divato”, which is registered in Kiten, is asking for BGN 131,260.
Strange complaints in the Commission for the Protection of Competition block the procedure for the demolition of the illegal buildings in the Rosenets forest park next to Ahmed Dogan’s barn. After civil protests in 2020, provoked by Dogan’s state security, which threw Democratic Bulgaria co-chairman Hristo Ivanov off the beach when he tried to go down by boat there, the municipality ordered an inspection. She proved that the two buildings on government land were illegal. Procedural gripes are still delaying the demolition of the illegal quay wall in front of the mansion of the honorary chairman of DPS Ahmed Dogan.
Although already in June 2022 it was established that the extension of the quay in front of the shed was carried out illegally, the procedure to remove the construction has not yet been initiated. The reason is the location and size of the facility, stated the RDNSK in Burgas. The conclusion of illegal construction of the pier was made on the basis of a series of absent documents. For the object built by the company “Hermes Solar”, no approved project has been presented, no construction permit has been issued, and there is no protocol for determining the construction site. The construction line and level have not been determined, and no order book has been presented. Only a detailed layout plan, approved by order of the Deputy Minister of the Ministry of Land, Infrastructure and Transport in 2019, was presented. With the amendment of the cadastral map in 2020, the area of the quay wall was increased from 1029 sq m to 5838 sq m according to the provided cadastral sketches . According to them, the site is a land property.
