Unofficially, the publications link Teodora Georgieva, whose ex-or current husband is a deputy foreign minister, and Elena Popova, whose husband is in charge of the water and sewerage holding.
The names of two Bulgarian European prosecutors appeared on the third day after the release of Boyko Borissov, Vladislav Goranov and Sevdelina Arnaudova.
One is Teodora Georgieva, who is our representative in the European Prosecutor’s Office in Luxembourg. The other – former judge of the specialized court and current delegated prosecutor Elena Popova.
According to Trud, Teodora Georgieva, who accompanied Laura Coveschi on her visit to Bulgaria, which is documented in their joint photo with Prosecutor General Ivan Geshev, involved her boss in the initial information about the detention of the three, which was presented by the Interior Ministry as part of of the 120 reports of misuse of EU funds on which the European Public Prosecutor’s Office is working. The message was then deleted.
“Trud” traces the family ties of Teodora Georgieva from Ruse and looks for the reason for her career in them. She is the wife of Vasil Georgiev, who was an MP from “There is such a people” in the two previous national assemblies, and is now Deputy Minister of Foreign Affairs. According to the coalition agreement, this department belongs to Slavi Trifonov’s party.
However, it is not clear whether the two are still married, because in her declaration in 2016, when she is still a prosecutor in the Sofia City Prosecutor’s Office, Tedoroa Georgieva states that she is in fact separated from her husband. That is why he does not declare his property. In his declarations to KPKONPI, he also did not mention his wife’s property status.
According to Trud, Georgieva pressured delegated prosecutors to launch an investigation against the former prime minister, former finance minister and PR expert. One of them agreed – Elena Popova. She even conducted a Skype interrogation of Bozhkov, who is hiding in Dubai and has 19 charges in 4 pre-trial proceedings.
So far, there is no confirmation as to whether such an interrogation took place, nor what legal value it would have. According to the publication, Popova was also on the Council of Ministers when Prime Minister Kiril Petkov and Interior Minister Boyko Rashkov gave a briefing shortly before midnight on Friday.
Elena Popova is the wife of Borislav Popov, who according to the ARC is a member of the management board of the Bulgarian Water and Sewerage Holding.
The selection of the Bulgarian representatives in the European Prosecutor’s Office was not easy. Teodora Georgieva, who became an administrative judge in 2017, was elected in the second procedure. The first was canceled. Then six magistrates appeared. In early February 2019, the Ministry of Justice, then GERB’s Tsetska Tsacheva, proposed to the Council of Ministers to approve three – Disislava Pironeva, who later resigned because she became deputy chief prosecutor, Svetlana Shopova and Teodora Georgiva. In July 2020, Georgieva was elected by the EU Council as the Bulgarian representative.
Elena Popova was elected in the second competition for delegated prosecutors, whose election in our country became very difficult. The European Public Prosecutor’s Office requested 10. 32 candidates took part in the competition, the council approved 10. But only four were accepted. The others were rejected on the grounds that they were investigators and judges. Between the two procedures, Laura Coveschi came to us.
The SJC opened a new competition. Five more from Luxembourg were approved, among them Elena Popova.
A third procedure will be opened because the number of 10 delegated prosecutors has not yet been filled. They are housed in the building of the district prosecutor’s office in Sofia, but there was an idea to find their own.
