“Our dear Azerbaijan has made significant gains on the battlefield and at the negotiating table. We wholeheartedly welcome this blessed success,” Turkish Foreign Minister Mevlit Chavushoglu said on Twitter.

“We will continue to be one nation, one heart with our Azerbaijani brothers.”

Armenian Prime Minister Nikol Pashinyan said on Tuesday he had signed an “inexpressibly painful” agreement with Azerbaijan and Russia to end the conflict.

Ankara has previously rejected claims by Russia and France that Syrian militants brought by Turkey had fought on the Azerbaijani side in the Nagorno-Karabakh conflict.

There have also been reports in the media that the Azerbaijani army was assisted in the fighting by Turkish instructors and that Turkish drones were used in the operations.

Armenia, Azerbaijan and Russia have reportedly reached an agreement on the end of Nagorno-Karabakh on Monday night.

The agreement provides for a complete ceasefire and an end to all hostile activities at night from Monday to Tuesday, starting at midnight Moscow time.

The military will remain in the positions it held until the cessation of hostilities, which is of great benefit to Azerbaijan.

Azerbaijani forces have seized between 15% and 20% of what they once lost in the conflict, including Shushu, the region’s second largest city.

The agreement stipulates that Russian peacekeeping forces will be deployed along the hotline in Nagorno-Karabakh and along the Lachin corridor connecting Nagorno-Karabakh with Armenia.

Russian peacekeepers will remain in Nagorno-Karabakh for five years. Thereafter, the mission will be automatically extended for another five years if neither party withdraws from the agreement.

The agreement to end hostilities between Armenia and Azerbaijan does not provide for the deployment of any Turkish peacekeeping force in the Nagorno-Karabakh region, Russia stressed on Tuesday.

“There is no agreement on the deployment of Turkish troops in Karabakh,” Kremlin spokesman Dmitry Peskov said.

In a televised address earlier on Tuesday, Azerbaijani President Ilham Aliyev announced that a peacekeeping center would be set up to “serve Russian and Turkish soldiers.”

Aliyev added that Turkey will play a role in monitoring the ceasefire.
