They recall that there was a similar problem between the two countries during the construction of “Blue Stream”, the pipeline that supplies natural gas to Ankara along the bottom of the Black Sea. If Turkey succeeds in getting the 15% discount requested, it will increase its supplies of Russian gas and resell it with at least a 10% profit for itself. This is the reason why the negotiations have stalled.

Russia is currently at a dead end in terms of its supplies to Europe. Moscow has already announced that after the transit contract with Ukraine expires in 2019, they will transfer all of their volume to European countries through Turkey. Now the country faces the dilemma – to let the Ukrainian gas pipelines work or to give the Turks the requested discount of 15%.
