The National Security Council of Turkey, during its scheduled meeting in April, is expected to proceed with the update of the “National Security Policy Document”, a text which essentially describes the internal and external security doctrine of the country.
According to the state-run Anadolu news agency, the update of the text is on the orders of President Recep Tayyip Erdogan. For this purpose, the General Secretariat of the National Security Council proceeded with the necessary actions and already asked the involved ministries and the competent agencies to submit their positions.
The “National Security Policy Document” is popularly known as “Red Book“, due to the secrecy of its content and is characterized by analysts as the “secret Constitution” of Turkey.
It is a text that defines the framework for dealing with internal and external threats by the state. It covers the principles of internal and external defense actions based on the principles established by the National Security Council for national security and the achievement of national objectives.
The document is periodically updated at National Security Council meetings as threats change. The last time it was brought up was at the meeting of the National Security Council held under the presidency of Erdogan on September 30, 2019.
