The general containment hastily decided and entered into force two days ago has been accompanied by decisions and measures of which only an enlightened man could grasp the usefulness and secrecy.
Indeed, closing cafes and restaurants is understandable. That we prevent demonstrations of all types, as well as the gatherings of citizens, we also understand. But if we close the kiosks that sell dried fruits and cigarettes, that would have to be explained to us. And slowly. Because it would take a brain to grasp the subtlety of such a measure.
However, it was clear, from the start and since last year, that despite the confinement, the citizen would be allowed to go out, within the limits of a small perimeter, to do their shopping, to be able to eat and drink, in waiting for better days.
However, it seems that our decision makers do not know that cigarettes are part of the vital shopping to be done for many smokers. They do not understand that by preventing smokers from buying their cigarettes, the authorities are pushing them to go out and make more or less long journeys to find them. They will defy the confinement provisions and even those of the curfew, to get their cigarettes.
Policymakers do not seem to understand, as they do not understand much other evidence, that tobacco is an addictive product that cannot be shed like that, by the grace of a misplaced decision.
It must be recognized that such decisions are not surprising when it is the doctors who dictate the laws in Tunisia. However, these same doctors must, in principle know, that one cannot force a smoker to quit, while he is under psychological pressure and the constraint of confinement. Their colleagues will tell them. The state of mind of the smoker is very important to start a withdrawal without risking a certain failure. Because the failure of a first attempt, as they must know, greatly undermines the chances of success of any subsequent attempts.
