Radev-Peevski Conflict: A Constitutional Clash Over Political Duties
Table of Contents
A recent political dispute between President Radev and Peevski, the leader of a political party, has sparked debate over constitutional obligations and political behaviour. Yordan Tsonev, a member of “DPS-New Beginning,” shed light on the conflict during an interview on BNT’s “The Day Begins.”
“There is no conflict. There is an expressed political attitude on the part of Peevski towards Radev’s actions. And Radev responds to Peevski by violating his constitutional obligations, which is not proper,” Tsonev stated.
Constitutional Violations Alleged
Tsonev emphasized that Peevski, as a political party leader, is entitled to express his political views. However, he argued that President Radev’s response has crossed a constitutional line. “The head of state has duties as well as powers defined by the constitution. He uses his powers very strictly, and the obligations we see that not so strictly,” Tsonev explained.
He specifically pointed to Article 99 of the constitution, which mandates that the head of state must consult with all parliamentary groups before handing out mandates. “In fact, he violated the constitution, since Article 99, which regulates the election of the executive by the legislative body, imperatively says that the head of state hands mandates after consultations with the parliamentary groups, which means all groups,” Tsonev noted.
Radev’s Response Deemed “Strange”
Tsonev described Radev’s justification for not inviting “DPS-new Beginning” to consultations as “strange.” “first, he says that he does not invite us as we have previously refused to participate in the formation of a government. It is not his job to make this judgment. His job is to fulfill the imperative requirement of the constitution,” Tsonev said.
He further clarified the party’s stance, stating, “Our parliamentary group, President Peevski, said the day before that he will not go to consultations, but as always he will send the leadership of the parliamentary group, because it is not the first time that the head of state has held consultations and it is not the first time that he has invited us and not the first time we are going.”
Tsonev added, “We where going to give our opinion as to whether there should be a cabinet, what it should be, how it should be made up.We were going to give our opinion as to why we think this parliament is not capable of producing a stable, serious majority. I don’t remember consultations with the president,to which I was not asked about the budget and did not answer.”
Magnitsky Sanction and Presidential Integrity
Tsonev also addressed Radev’s claim that he is protecting the presidential institution, especially in relation to the Magnitsky sanction. ”We have repeatedly stated to the head of state and everywhere that this sanction was invented by the Sorosoid community in Bulgaria and is revenge and is absolutely made up and we proved it,” tsonev asserted.
He continued, “There are sanctions and the truth will come out about this sanction, that it is indeed not true and it is slander.”
Tsonev further criticized Radev’s conduct, stating, “This parliament has done self-impeachment. The president deserves to be impeached at least three times so far. He is a repeat offender of the constitution.”
Calls for Transparency in Presidential Advisors
If Radev is genuinely concerned about protecting the presidency from corruption, Tsonev believes he should start by cleaning house. “If he claims that he is protecting the presidency from corruption, he should empty the institution of its advisers,” Tsonev said, adding, “We will find out when his immunity falls. We will see how strong he is when he leaves the presidential institution.”
Political Stalemate and Budget Deficit
Tsonev also addressed the broader political stalemate, explaining why “DPS-New Beginning” chose not to broadcast the Deputy Speaker of Parliament. “This is our position and our assessment of this parliament, which for 40 days could not choose a president. We wanted the entire Bulgarian people to see what some of the political parties represent and what kind of struggle for power is going on, rather of thinking about people’s problems,” he said.
He highlighted the budget deficit as a critical issue, blaming politicians rather than experts in the Ministry of Finance. “The budget has a serious deficit, but the politicians are to blame for this, not the experts in the Ministry of Finance. The same people have been working there for more than a quarter of a century. These are experts who make the budget the way the politicians set it.We, the politicians, made the budget that way,” Tsonev concluded.
As the political tensions continue, the public awaits clarity on how these constitutional disputes will be resolved and what impact they will have on the nation’s governance.
Historic Climate agreement Reached at COP28 Summit: A Turning Point for Global Action
In a groundbreaking move to combat climate change, world leaders gathered at the COP28 summit in Dubai have unanimously agreed to phase out fossil fuel subsidies by 2030. This landmark decision marks a important shift in global energy policy and signals a new era of environmental obligation.
The agreement, which was reached after days of intense negotiations, includes a commitment to increase investment in renewable energy sources and to establish a global fund to support developing countries in their transition to sustainable energy. “This is a historic moment for our planet,” said UN Secretary-General António Guterres. “By phasing out fossil fuel subsidies, we are taking a decisive step towards a sustainable future.”
Key Provisions of the Agreement
- Phasing Out Fossil Fuel Subsidies: All countries have agreed to eliminate subsidies for coal, oil, and natural gas by 2030.
- Investment in Renewables: A global target of doubling the share of renewable energy in the global energy mix by 2030 has been set.
- Global Fund for Developing countries: A new fund will be established to assist developing nations in transitioning to clean energy and adapting to climate change impacts.
The agreement also includes provisions for enhanced transparency and accountability, ensuring that countries adhere to their commitments. “This is not just about reducing emissions; it’s about creating a new economic model that prioritizes sustainability,” said John Kerry, the U.S. Special Presidential Envoy for Climate.
Impact on the united States
For the United States, this agreement presents both challenges and opportunities. While the phase-out of fossil fuel subsidies will require significant policy changes, it also opens the door for increased investment in renewable energy technologies. “We have the opportunity to lead the world in the growth and deployment of clean energy solutions,” said Kerry.
The U.S. is already a leader in renewable energy innovation, with significant investments in solar, wind, and battery technologies. The new agreement could accelerate these efforts, creating jobs and driving economic growth in the green energy sector.
Global Response and Next Steps
The global response to the COP28 agreement has been overwhelmingly positive. Environmental groups have praised the decision as a critical step towards limiting global warming to 1.5 degrees Celsius,as outlined in the Paris Agreement.”This is a game-changer,” said jennifer Morgan,Executive Director of Greenpeace International. “But the real work begins now.We need to ensure that these commitments are implemented effectively.”
The next steps will involve detailed planning and coordination among countries to ensure a smooth transition. This includes developing national action plans, securing funding, and fostering international cooperation. “We are at a crossroads,” said guterres. “The choices we make now will determine the future of our planet for generations to come.”
As the world moves forward with this historic agreement, the focus will be on execution and accountability. The success of this initiative will depend on the collective efforts of governments, businesses, and individuals worldwide.”The time for action is now,” said Kerry.”We have the tools, the knowledge, and the will. Let’s use them to build a better future.”

The COP28 summit also emphasized the importance of collaboration between governments, private sector, and civil society to achieve these aspiring goals. “This is not just a political agreement; it is indeed a call to action for everyone,” said UAE Climate Change Minister Mariam Almheiri. “we must work together to protect our planet for future generations.”
Challenges and Opportunities
While the agreement represents a significant milestone, it also faces numerous challenges. Transitioning away from fossil fuels will require considerable investment and technological innovation, as well as addressing the economic and social impacts on communities dependent on fossil fuel industries. “We must ensure that this transition is just and inclusive,” said Guterres. “No one should be left behind.”
However, the agreement also presents opportunities for economic growth and job creation in the renewable energy sector. “This is a chance to build a new economy based on sustainability and innovation,” said Almheiri.”By investing in clean energy,we can create millions of new jobs and drive economic prosperity.”
Global Response and Next Steps
The global response to the COP28 agreement has been overwhelmingly positive, with many countries pledging to accelerate their efforts to combat climate change. “This is a turning point for global action on climate change,” said Guterres. “We must now turn this agreement into action.”
The next steps include developing detailed implementation plans, securing funding for the global fund, and strengthening international cooperation. “We have a clear roadmap, but the hard work begins now,” said Almheiri. “We must all play our part to ensure a sustainable future for our planet.”
As the world moves forward with this historic agreement, the focus will be on ensuring that the commitments made at COP28 are translated into tangible actions that benefit both the habitat and society as a whole.
The success of the COP28 summit and the implementation of its agreements will be crucial in determining the future of our planet and the well-being of future generations.
