Tsipov’s long legal and political experience went through 4 national assemblies. He is a member of the 41st, 42nd, 43rd and 44th parliaments. He also held the position of deputy head of the GERB parliamentary group. Surprisingly, in the last elections he did not find a place in the National Assembly, although he was placed on the 6th place in GERB’s list for the 25th MIR in Sofia, where Boyko Borissov was the leader.
Tsipov’s back position in the lists was interpreted before April 4 as a smooth end to his political career. But apparently the party only expected a suitable moment to use his long-standing expertise, and it is built not only on the years in parliament, but also in the Interior Ministry. Tsipov himself has never refused to perform a party task.

Naturally, as a graduate of the Classical, Tsipov chose to study law at Sofia University “St. Kliment Ohridski ”, and then worked in the field of private business.
However, he entered politics with the establishment of GERB – in 2007, he was immediately nominated as a candidate for municipal councilor in the local elections in the autumn of the same year.
However, his political start is from the 41st parliament. And in 2014 he was appointed by order of Borisov Deputy Minister of Interior. His great pride in the ministry is the increase in the salaries of law enforcement officers – from BGN 662 at the beginning of the mandate to BGN 1111 at the beginning of 2020.
Twice, Tsipov has served as deputy minister in Borissov’s second and third governments. He became the second person in the ministry after former Minister Veselin Vuchkov. It has also made a major contribution to moving a number of key issues to the home affairs system, with its leading role also in the new biometric identity documents. Surprisingly, Tsipov did not become a minister, although he was a deputy to four ruling the Interior Ministry under GERB – Veselin Vuchkov, Rumyana Bachvarova, Valentin Radev and Mladen Marinov. But in 2019 he had to strengthen GERB in parliament. And he did not refuse, although he wanted to stay in the Ministry of Interior. Then the deputy head of the parliament from GERB Snezhana Dukova died. And the group in the National Assembly suffered from an acute shortage of lawyers and security experts, and Tsipov was ordered not to resign.
In his two years alone in the 44th parliament, he has submitted 31 bills, 55 proposals between the first and second readings, and 14 draft decisions. Among the texts he introduced were an increase in police salaries, 9% VAT on restaurants and books, he drafted the Law on Measures and Actions during the state of emergency due to COVID-19, the creation of a prosecutor investigating the chief, and others. His merit is considered to be the establishment of the specialized bodies of the judiciary, which from “Democratic Bulgaria” want to be closed, and the prosecutorial boards went out to protest.
In general, Tsipov has always taken out the “hot legal potatoes” of GERB.
His merit is the changes in the Code of Criminal Procedure, which do not slow down the movement of cases between the different instances and thus stopped the infamous “judicial ping-pong”. With its legislative texts in 2011

In the previous parliament, he was one of the advocates for the abolition of “perpetual debtors” in our country, imposing a 10-year absolute statute of limitations on the debts of individuals. For all these ideas and legislative proposals, Tsipov was among the deputies who always stood before the media and explained in accessible language the otherwise sometimes complex legislative texts.
Although he did not chair a committee for long, he was among the most active members of the Committee on Legal Affairs and the Committee on Public Order and Security, of which he chaired the 41st National Assembly. Dialogic, respectful and never exceeding the good tone for a constructive conversation, say former colleagues from the parliament. In perhaps the most important parliamentary committee – the legal one, he was among the people close to the then chairwoman Anna Alexandrova, and he was always ready to give her advice, and with the opposition he never got into arguments and exchange of harsh words, unlike some their more expressive party members.
Tsipov spoke for the previous parliament more than 100 times from the parliamentary rostrum, but avoided scandals with MPs from other parties.
