Mexico City. The investigations carried out by the Attorney General’s Office (FGR) regarding the illegal transfer of Ismael The May Zambada and Joaquín Guzmán López to the United States on July 25, they have detected that their flight was made in a plane with a “cloned” registration that the aircraft departed from a runway located in Culiacán, Sinaloa.

Likewise, the Federal Public Prosecutor’s Office detected various irregularities in the investigation and prosecution of the place where, according to the official version, the former rector of the Autonomous University of Sinaloa, Héctor Melesio Cuén, was murdered, among others, that he received a strong blow to the head, evidence was found of having received four gunshots in the legs; the video of the gas station where he was supposedly murdered in an attempted robbery “has sound and only one shot is heard,” and “the three gas station employees do not report having heard shots,” nor “the physiognomy of the occupants of the truck is not precisely identified,” the Sinaloa prosecutor’s office did not carry out the expert reports of “mechanics of the events of the event” and “the scene of the events, nor the vehicle, were not processed criminalistically.”

The above is part of the report that the FGR released regarding the investigation of what happened to Ismael The May Zambada, one of the leaders of the Sinala Cartel, who was transferred to New Mexico, United States, in a “forced” manner, allegedly by Joaquín Guzmán López, son of Joaquín El Chapo Guzman.

The FGR reported that the “priority reason for the investigation initiated by the Federal Public Prosecutor’s Office” in this case is based on article 123 of the Federal Penal Code, which establishes a prison sentence of 5 to 40 years for Mexicans who commit treason; also indicating that anyone who illegally deprives a person of his or her freedom in the national territory to hand him or her over to the authorities of another country, or to transfer him or her out of Mexico for that purpose, is responsible for that crime.

He explained that in order to clarify what happened, “the fundamental evidence to prove this crime is within the territory of the United States; and is directly linked to an illegal flight; to a plane with cloned registration; and to the absolutely irregular conduct of the person who piloted that plane and who hid all the information about his flight in Mexican territory, until he reached the border, where he only gave notice of his approach and landing in the territory of the United States, where they were already waiting for him.”

The FGR indicated that in this investigation “a ministerial and police investigation was carried out at the Doña Ana airport, in Santa Teresa, New Mexico, with the authorization of the government of that country, without obtaining the necessary data to establish the responsibilities already mentioned.”

In light of this, the International Affairs area of ​​the FGR and INTERPOL-Mexico have formally requested from the United States Department of Justice the documents related to the “prior authorization of the flight by United States Customs and Border Protection (CBP)”, the advance passenger information (API) document.”

Also, the “report from the United States radar security system in the border area with Mexico,” the immigration authorities’ statement on the reception of that flight at the Santa Teresa airport, the customs statement on the identification and inspection of people and belongings; the identification data of the pilot and the registration number that the plane had at the time of landing, legality and origin of the same.

Regarding the aircraft, the aeronautical records of the Federal Aviation Agency were also requested, regarding the registration and serial number of the aircraft, including a historical analysis and “whether the serial number that appears on the door of the aircraft, as well as the registration number N287KA, are legal.”

Murder of Cuen

The FGR stated that with regard to the murder of Héctor Melesio Cuén, the experts and analysts of the AIC-FGR have detected that in the autopsy carried out by Sinaloa authorities “the immediate cadaveric signs, temperature, thanatological signs, lividity, nor the correct description and evolution of the body were correctly established.” and that “there being stains of human blood in the bed of the truck, there are neither expert reports nor determinations in this regard.”

According to the FGR, the Sinaloa authorities “also failed to comply with the measures for preserving the body, allowing for cremation.”
