Before the Christmas break, the Ministry of the Interior asked the Guarantee Fund to buy 120 cameras and other means intended for the traffic police for BGN 1.3 million. Experts from the traffic police have directly indicated from which company the equipment should be bought – “Sektron” OOD.
“We are talking about 120 cars with video recording cameras for an amount of up to BGN 700,000. The rest of the money – up to BGN 1.3 million – is for other technical means and investment activities,” explained the General Secretary of the Guarantee Fund Nikolay Sotirov to Trud .
The guarantee fund is a legal entity. It deals with the payment of benefits under the compulsory insurances “Civil Liability” for motorists and “Accident” for passengers in public transport.
By law, every year 5% of the fund’s income goes to the Ministry of the Interior. This is usually between 1 and 2 million. BGN Instead of transferring the funds, it is established practice that the internal department only “orders” what to buy for it with this money. Thus, the Ministry of the Interior does not make public procurements, but the fund shops. The guarantee fund functions according to the Insurance Code, in which there is no obligation to organize public procurement.
The general secretary of the fund, Nikolay Sotirov, promised before Christmas to give an account of what things and from which companies were bought for the needs of the interior department.
Sektron OOD refused to comment on the transaction. Equipping a car with cameras from this company will cost nearly BGN 5,900. This is the price for one recording device and two mini-cameras that are placed on the front and rear windows of the patrol car.
