if you mean how stored / cq available data is used for extra-legal purposes …
read collected for one purpose and used for another… then such a vault has NULL influence on it.

do you think your dentist will call you if someone from the AIVD asks for your medical file, and says hey jan euh there are some government goons here (they say) who want all your data, maybe you should drop by with your lawyer….

precisely by automating you can avoid the human element (of curiosity or whatever… build a system good enough and it will send the data owner a warning every time data is requested… (sort of paper trail ) so that you can always go to court afterwards, but a law that automatically awards a minimum of 1000 euros to the victim for every violation regardless of the actual damage (you can always go to court if you have more damage).

a lot of people always shout…. abuse abuse never abuse… but don’t realize that abuse can take place easily enough in the current system… see the whole Dutch child benefit debacle no personal safe was needed for that …perhaps a personal vault with the above warning megenism could have warned a lot of people much sooner or provided proof that they were right (when they failed in court).
