Baden-Württemberg Health Minister Manne Lucha (Greens) then fought for the Berlin project and defended it from criticism by his Bavarian counterpart Klaus Holetschek (CSU).
According to Berlin’s plans, cannabis and the active ingredient tetrahydrocannabinol (THC) should no longer be legally classified as narcotic drugs. The acquisition and possession of up to 30 grams of “pleasure cannabis” should go unpunished, private cultivation should be permitted to a limited extent and the sale to adults in “licensed specialty shops” and possibly also in pharmacies should be possible . According to previous information, Lauterbach only wants to introduce a law if the plans stand up to scrutiny in Brussels under European and international law. In October, the head of the department said he could imagine cannabis being released in 2024.
