More than a few days of freedom before a new confinement? In Eure-et-Loir, the third wave rises and the question arises. In the department, still placed under reinforced surveillance, the indicators continue to deteriorate.
Four data are particularly observed:
- The incidence rate;
- The positivity rate,
- Hospitalizations;
- and occupancy of resuscitation beds.
“The decision to reconfine or not is taken at the national level, and not at the departmental level, according to these criteria”, notes Denis Gelez, departmental director of the Regional Health Agency (ARS) Center-Val de Loire.

A sharply rising incidence rate
Arrested at 278 cases per 100,000 inhabitants on Friday March 19 according to the daily bulletin of the ARS Center-Val de Loire, the incidence rate, published this Tuesday March 23, climbed to 324.60 cases in a few days. A threshold has therefore been crossed. The positivity rate went from 9.90% on Friday March 18 to 10.30% yesterday. If, this Tuesday, Françoise Souliman, prefect of Eure-et-Loir, did not wish to speak about the situation, she explained, Saturday, March 20 in our columns, that a rapid increase in the number of cases could make tip the scales in the direction of a new containment. “This could happen if we crossed the fateful figure of 300 cases per 100,000 inhabitants,” she explained.

Saturated resuscitation
The situation is worsening in the hospitals of the department. Resuscitation and critical care services have reached saturation point. Friday March 19, twenty-eight beds were occupied out of a capacity of thirty. Since then, new admissions have been recorded and the walls have had to be pushed: thirty-four people are currently in intensive care and critical care, in Eure-et-Loir, according to the latest report from ARS Center-Val de Loire. .

To cope with this strong tension, transfers of patients, envisaged as of Friday morning, had to be organized. “Between Friday and Sunday, eight patients were transferred to other hospitals in the Paris region, in Le Mans, Alençon and Blois,” explains Denis Gelez.
Apart from resuscitation, the number of patients hospitalized for Covid-19 also jumped, in four days, from 113 to 125.
Young people most affected
On the CovidTracker website, which follows the evolution of the epidemic in France and around the world, the incidence rate of Covid-19 is listed according to age. For the week of March 9 to 15, the latter explodes in Eure-et-Loir for the 20-29 age group, with 468 cases per 100,000 inhabitants. For middle and high school students (10-19 years old) the incidence rate is 329. Among the age groups, it is lowest in children up to 9 years old (110).

Closure of colleges
Nowadays, nine classes do not welcome students in the department (schools, colleges and high schools). In addition, three establishments are completely closed this week: the college Jean-Macé, in Mainvilliers (from March 22 to 26), the college Gaston-Couté, in Villages-Vovéens (from March 24 to 30), and the college Joachim- du-Bellay, in Authon-du-Perche (March 23 and 24). The Henri-IV school in Chartres reopened its doors on Tuesday.
Which departments could experience a new containment?
“We have a very precise protocol implemented by the management staff of the establishments,” said Évelyne Mège, academic director of the national education services of Eure-et-Loir on Tuesday. They are all committed to protecting their establishment, while allowing students to continue their education with barrier measures. »Screenings are also offered every day, depending on health trends and in response to requests. Last week, twelve establishments were targeted by tests.
New clusters identified
The prefect of Eure-et-Loir, Françoise Souliman, revealed the presence of “a cluster within the Dreux mobile gendarmerie squadron, with twenty-eight positive cases”. In Chartres, six residents of the Chartres Reception Center, which houses people in precarious situations, were put in solitary confinement after having tested positive for Covid-19.

A cluster was also detected at the town hall of Boutigny-Prouais, near Dreux. “Four territorial agents and eight elected officials were contaminated following a meeting of the municipal council”, notes Denis Gelez. Institutions for dependent elderly people (Ehpad) are less affected than during the first two waves, thanks to the vaccination campaign, but the virus continues to enter.
In Nogent-le-Rotrou, a cluster was reported to the Ehpad de la Charmeraie, where five residents and two employees tested positive.
