To compensate for the 42,000 unsatisfied housing requests, the Toulouse Métropole conurbation is announcing a financial support plan for the construction sector. Explanations.
Destroy to rebuild better. In Empalot, one of the priority districts of Toulouse in Haute-Garonne, the nibbler is at work. A 1959 building will soon give way to a new real estate project.
Because in Toulouse, requests for social housing are exploding. Nowadays, 42,000 requests for social housing are unsatisfied in the metropolis. To respond to this, Toulouse Métropole, which brings together 37 municipalities in the conurbation, announced, Friday November 10, 2023, its intention to double its aid to the sector, which is in the grip of the current real estate and financial crisis. She plans to invest €32 million from 2024 and until 2026.

“We are doubling the Metropolis’ efforts to support the production of new social housing,” explains its president, Jean-Luc Moudenc. “We need it. In ten years, 70% more requests in the Toulouse metropolis. And also to help social landlords, therefore HLM organizations, to buy land, because today it costs more. And also help them with energy rehabilitation operations, which are necessary for the old social housing stock.”
This “massive” support plan for construction provides 800 social housing units per year. Some will be demolished to rebuild less energy-consuming housing, which Bertrand Serp, president of Toulouse Métropole habitat, confirms:

“We don’t lose anything in terms of number of housing units,” assures the chosen one. “Simply, we rehabilitate to have politically compliant housing, BBC type (Low consumption building, NDRL), which saves energy. And savings for all our tenants in terms of charges with better constructed and therefore less energy consuming buildings.”
With the reception of around 20,000 new inhabitants each year, the demographic pressure of Toulouse is not weakening. It requires in the short term, a dynamic in construction in the longer term. This support plan should generate 5,000 jobs in the city.
