A workshop, organized by the Var Chamber of Commerce and the University of Toulon, to explain the full scope and progress of this project aimed at strengthening navigation safety in ports by delivering data in real time on weather-marine conditions for safe navigation and maneuvering of boats in ports.
In the continuity of the SINAPSI project, of the European Interreg Italy-France Maritime Program initiated in 2019 and launched in Genoa, the CCI of Var, the University of Toulon and their partners unveil, through a workshop, this Friday, November 26 from 9:30 a.m. to 12:30 pm in Saint Mandrier, the intermediate results of the project resulting from studies carried out by the consortium. The idea is also to deepen the issues addressed by the project, discuss and update its progress.
Ports and waterways are by definition vital points of interest, at the heart of international trade. They often host industrial activities (refinery, chemicals, fertilizers, grain silos, Seveso sites, etc.). Activities, which, if they were to be victims of natural phenomena, would lead to an accident with dramatic consequences. Ports therefore face a variety of risks, and weather events are therefore the cause of many port disasters. It is therefore essential to anticipate and prevent these climatic changes (wave height, gales, torrential rains, storms) in order to guarantee port safety and the efficiency of port operations. The general objective of SINAPSI is to develop and promote ICT decision-making tools to strengthen navigation safety in the vicinity of commercial ports in the Maritime zone, in order to reduce the risk of accidents and accidents. increase the safety and efficiency of port operations. This workshop is therefore an opportunity to take stock of the data observed and to show the state of the project to date in the presence of public and private stakeholders in port management, safety at sea, maritime transport of goods and people, teaching and research structures and local authorities.
Round tables to understand the challenges of the SINAPSI project
To accompany this workshop, round tables will be organized to detail and discuss the SINAPSI project. The initial intervention of the leader will present the genesis of the project as well as its challenges and its objectives. Then follow several round tables on observation and simulation methods, and on the systems planned or already in place in the ports concerned by the project.
The last round table will focus mainly on the harbor of Toulon, involving all the people who have contributed to the establishment of a system for observing and modeling weather-marine conditions.
In direct application with the concrete presentation of the detailed projects during these round tables, a visit to the RADAR site installed at Fort Peyras is also scheduled in the afternoon.
Decisive actions to be implemented for the port of the future
In the context of the globalized economy, the development of ports and their adaptation to the evolution of maritime traffic are fundamental issues for the dynamism of the territories they serve. The concept of “smart port”, or intelligent port, has developed thanks to innovations and technological advances, always faster and more accessible. The SINAPSI project, therefore part of this objective of the port of the future, will allow the creation of a computer system for dynamic port surveillance.
All the partners of the SINAPSI project offer through this workshop an important moment of sharing and learning about safety at sea. The idea of this presentation is to maintain valuable research which will be made available to stakeholders (pilots, commanders, port and maritime authorities) with a dedicated ICT application in March 2022. SINAPSI will also integrate and extend the surveillance network present on the Maritime territory for the measurement of meteorological-marine parameters.
About the CCI du Var
Spokesperson for 70,000 businesses in the Var, member of the network of 112 CCIs in France, the Metropolitan Chamber of Commerce and Industry, a state public institution, has the main mission of supporting economic development. Through various trades of trainer, departmental economic development agency, land developer, builder and manager of major equipment, the CCI du Var has chosen to invest in additional ambitious missions. It is developing attractive areas with high stakes, such as the Plateau de Signes business park or the Ports of Toulon harbor, the Grande Tourrache campus in La Garde. The Var CCI stands out in particular for its efficiency in the management of projects which require in-depth expertise in the maritime and port sector, particularly in the areas of safety and security.
About the Interreg Maritime Program
The Interreg Maritime Program 2014-2020 continues its efforts to support cooperation between France and Italy in the following territories: Sardinia, Liguria and the five provinces of the coast of Tuscany as well as Corsica and the two French departments of the PACA region: the Alpes-Maritimes and the Var. The Program aims to achieve the objectives of the EU 2020 Strategy in the north-central Mediterranean, promoting smart, sustainable and inclusive growth. The Program takes into account the issues of marine, coastal and island areas, but also seeks to enhance internal areas and respond to issues related to their isolation. The main objective is to help strengthen cross-border cooperation between the designated regions and to make the cooperation area a competitive, sustainable and inclusive area in the European and Mediterranean panorama.

Toulon commercial port
The CCI du Var, manager of three commercial, freight, cruise and passenger terminals in the harbor of Toulon, ensures under the Ports Rade de Toulon brand the development of the Toulon commercial port, Toulon Côte d’Azur passenger terminal. With an annual average of 1.7 million travelers, the Port of Toulon consolidates its position as leader of the French ports for passenger ferry traffic to the Mediterranean islands with the company Corsica Ferries (Corsica, Sardinia, Sicily, Balearic Islands, Sicily, Minorca).
In addition to the transport of passengers, pedestrians or vehicles, the service to the Mediterranean islands allows the transit of strategic rolling freight for island bunkering. Partners for 20 years of Corsica Ferries, the Ports Rade de Toulon defend the positioning of the Company’s hub towards the islands. A controlled and solid model that also aims to be virtuous by being part of a sustainable dimension with, in particular, support towards the energy-efficient transition of activities and electrification
next to the quays of the Port of Toulon (CENAQ – Electrical Connection of Ships A Quai).
About the University of Var
The University of Toulon (UTLN) offers more than 11,000 students a hundred training courses in multiple disciplinary fields, with a priority on support and success. 14 dynamic research laboratories open to the world. It pays particular attention to themes linked to Mediterranean societies and marine sciences which forge its identity. The University of Toulon is a partner of several Interreg-Maritimo projects, aimed in particular at proposing a solution to the problems of silting up ports, to develop cross-border management plans to protect marine areas, the analysis of microplastics, the management of port water, maritime safety and the dynamics of the transport of pollutants by currents.
