Top Honduran MS-13 Supplier Extradited to US, Faces Charges in Federal Court Alongside Gang Leaders

Campbell and Archaga Carías were previously charged – in absentia – in 2021 in the federal court for the Southern District in Manhattan with crimes of extortion, narcotics trafficking and firearms.

Later, Archaga Carías was included in the list of the ten most wanted fugitives and the State Department offered a reward of 5 million dollars (4.6 million euros) for information leading to his arrest, which is still in force.

Others against whom new charges were brought are Juan Carlos Portillo Santos, known as ‘Juancy’, 35 years old; Víctor Eduardo Morales Zelaya, or ‘Cuervo’, 49, and Jorge Alberto Velásquez Paz, or ‘Chacarrón’, 41, for crimes of extortion, firearms and drug trafficking.

Portillo Santos and Velásquez Paz are detained in Honduras while Archaga Carías and Morales Zelaya remain at large.

According to the indictment, as the highest-ranking leader of MS-13 in Honduras, Archaga Carías is in charge, among other things, of the gang’s drug trafficking operations; order and coordinate acts of violence, including numerous murders and the laundering of drug proceeds.

Morales Zelaya and Velásquez Paz are close collaborators of Archaga Carias and each coordinated the drug trafficking business, acts of violence (including murders) against rivals, and the movement of profits from the group’s activities.

MS-13 drug trafficking operations in Honduras include the processing, receipt, transportation and distribution of several tons of cocaine shipped through Honduras to the United States.

Archaga Carías and other members and associates of the group also provided protection to other organizations for the transport of drugs through Honduras, destined for this country.

Campbell was one of the main suppliers of cocaine and weapons, including machine guns.

As an associate and close confidant of Archaga Carías, he planned and coordinated acts of retaliation with the gang leader and helped him establish businesses to launder drug profits through companies they owned or controlled, including through banks in the United States. Joined.

If convicted, Campbell, Archaga Carías, Portillo Santos, Morales Zelaya and Velásquez Paz face a maximum sentence of life in prison and a mandatory minimum of 40 years in prison.
