The Senate expects cost overruns of up to ten percent in 12 of the 73 construction projects and programs listed in the report. In 17 cases it is even expected that the planned costs will be exceeded by more than ten percent. This means that almost every second construction project in Hamburg will be more expensive than planned.
These Hamburg construction projects are becoming significantly more expensive
The Senate expects the highest predicted cost increase – by a full 90 percent – to be at the Ottensen S-Bahn station. Instead of the 20.8 million euros that were calculated for this in 2014, according to the current status, around 39.55 million euros would have to flow into the construction. The increase in costs results from planning changes during the construction period and higher construction prices due to the extension of the construction period. However, Deutsche Bahn will probably cover the majority of the costs. These construction projects are also becoming significantly more expensive:
- New construction of the Oberhafen Tunnel (+73 percent): Instead of the targeted 15.3 million euros, the construction is expected to cost around 26.5 million euros. After the tender, it became clear that the costs for the construction would be significantly higher than the engineering firm had calculated.
- Freeport-Elbquartier and Moldauhafen-Quarter (+69 percent): Instead of 15.3 million euros, the construction will cost around 26.5 million euros. Explosive ordnance clearance is much more complex than expected.
- Renovation of the Philosopher’s Tower (+46 percent): Instead of 80.3 million euros, the construction will cost around 117.4 million euros. The additional costs arose due to the requirements of monument protection, unexpectedly inadequate building structure, dimensional deviations in the existing building and an extension of the construction period.
- Modernization of the Laeiszhalle (+42 percent): Instead of 60.3 million euros, the construction will cost around 85.8 million euros. Additional costs were incurred during the planning and construction phase, and construction prices also rose sharply.
State Councilor Jan Pörksen gave a positive assessment of the 119 projects completed since 2013: “Overall, the completed projects have not become more expensive than planned. Against the background of construction price increases of more than 30 percent in the past three years, this is a remarkable achievement and shows that we have a good eye on major projects.”
The initial value of two billion and 773 million euros is compared to a final bill of two billion and 776 million euros, which means that in addition to the expected additional costs, only 0.1 percent was incurred.
